SOCRATES (South Central Regional Area Telecommunications System) ISD 6036 provides data and video connectivity to schools and libraries in South Central Minnesota. It allows new ways of instruction and educational experience for students and teachers, enables interactive and distance education opportunities, gives access to world-wide information resources and services, and permits creative alternatives to classroom instruction techniques now utilized in K-12 education and to reference and research services now offered by public libraries. SOCRATES was originally funded by a grant made to the Minnesota Education Telecommunications Council in June, 1996. Implementation of the telecommunications infrastructure proposed in the grant was initiated in 1996, and continued over the next year. In 2002, a new infrastructure was constructed using new, state of the art technologies. Data and video connectivity has been implemented on a phased basis as SOCRATES has evolved.
SOCRATES generally follows the region served by the South Central Service Cooperative, the South Central Minnesota Inter-Library Exchange, the Traverse des Sioux Library System, and the Region 9 Development Commission.
Participants in SOCRATES include 29 public school districts; 8 cooperative education and library service agencies; 34 public library sites; and 4 higher education institutions. View a map of SOCRATES' service area.
The South Central Service Cooperative is the SOCRATES fiscal agent and the SCSC Governing Board, augmented by two public library board members and a MnSCU representative, is the SOCRATES Governing Board.
